OTTAWA - One-in-five people in Canada is foreign-born according to census numbers released Tuesday, an immigration surge unprecedented in a quarter-of-a-century and one that comes as the country grapples with acts of overt racism that fly in the face of Canada’s reputation for tolerance. An aging population and the declining birth rate has Canada on track to becoming fully dependent on immigration for population growth by around 2030, Statistics Canada data suggests. In 2004, the United Nations Special Rapporteur on racism found that while Canada supports ethnic diversity through policy, law and numerous government-led programs, “tangible” racism continues to exist in the country. In the United States, immigration issues - largely focused on Mexican immigration - loom large in political debates heading toward the 2008 presidential election and the country remains mired in the racist legacy of slavery. read more

Members of the Island fishing community are angered at recent statements by federal Fisheries Minister Loyola Hearn and Fisheries and Oceans Canada in Moncton regarding the issuing of two mid-water trawl licences for herring in the Gulf of St. The DFO representatives claim fishers sitting as members of the Gulf Small Pelagics Advisory Committee were aware three of the six seiners fishing in the Gulf were licensed to fish mid-water trawl. He said also of key importance is that during a committee meeting last December, members were advised the Barry Group (one of the trawler licensees) would be putting forward a proposal having to do with mid-water trawl gear in the Gulf. The PEIFA is spearheading a coalition of fishers’ organizations in the Gulf area to fight the DFO decision and have the mid-water trawl licenses retracted. read more

The Arctic ice cap shrank so much this summer that waves briefly lapped along two long-imagined Arctic shipping routes, the Northwest Passage over Canada and the Northern Sea Route over Russia. A new study, led by Son Nghiem at NASA's Jet Propulsion Laboratory and appearing this week in Geophysical Research Letters, used satellites and buoys to show that winds since 2000 had pushed huge amounts of thick old ice out of the Arctic basin past Greenland. For one thing, experts are having trouble finding any records from Russia, Alaska or elsewhere pointing to such a widespread Arctic ice retreat in recent times, adding credence to the idea that humans may have tipped the balance. While open Arctic waters could be a boon for shipping, fishing and oil exploration, an annual seesawing between ice and no ice could be a particularly harsh jolt to polar bears. read more

Since Prince Edward Island is home to the Anne of Green Gables historic site, you’ll also find a lot of redheaded freckle-faced icons for sale. Organizers are planning some extras — more food vendors in addition to the local restaurants and church suppers; a big raffle for a fancy new barbecue grill; and a ceilidh (pronounced “kay-lee”) — which brings in Celtic and other entertainers for dance and music. More than 500 officials with the state Department of Fish and Game are pouring 16,000 gallons of the fish poison Rotenone into the 7-mile-long lake and its tributaries. This time, wildlife officials are using a new formulation of liquid Rotenone, an aquatic insecticide that has successfully killed northern pike in other reservoirs. Department of Fish and Game officials treated 137 miles of streams and tributaries in the area the week of September 10. Wildlife officials have tried overfishing, nets, electric shocks, traps, even explosions to try to kill off the pike population in the last seven years, which nonetheless has exploded and threatens the lake’s trout. read more

Key challenge to fishing rights leads court’s fall agenda (The Globe and Mail)- canada fishing

The case was launched when several dozen gillnetters operated by non-aboriginal fishermen began taking salmon from the Fraser River during a period reserved exclusively for fishermen from the Musqueam, Burrard and Tsawwassen native bands. Court of Appeal upheld a provincial Supreme Court finding that the fishermen were guilty of violating the Fisheries Act. The court has scheduled 32 cases for oral hearings this fall, including an important challenge to the notion of mandatory minimum sentences for certain offences deemed by Parliament to be of special significance - many of which involve the use of firearms. The Alberta Court of Appeal overturned the decision in a 2-1 ruling, saying the trial judge had no authority to create a "constitutional exemption" under which the officer could receive a lenient sentence. Lawyers for Constable Ferguson intend to argue that mandatory minimum sentences violate the Charter guarantee against cruel and unusual punishment. Lawyers for a 17-year-old youth who pleaded guilty to manslaughter intend to argue that it amounts to an unconstitutional "reverse onus" for the law to require young people to show why they should not be sentenced under adult provisions. read more
